City Attorney Caton said, “the staff and the Attorney’s Office disagree with a lot of what Mrs. Mead had to say, but I don’t think it will serve any useful purpose to say we agree with you here and don’t agree with you there and what have you.”
Since I quoted directly from the Standard Building Code, the construction regulation selected by City Officials long ago, Mr. Caton disagrees with the SBC which is exactly the problem. City Officials have based a policy on procedures forbidden by the SBC, CO on change of tenant. City Officials use their illegal demands to bully property owners into hiring City Officials' friends (those who agree with City Officials' illegal demands), to force property owners to do unnecessary work and end up needlessly costing law-abiding property owners a great deal of money for unnecessary contractors, expose owners to grand theft of building materials and historic artifacts, and when these things inevitably occur, the Police Department, City Attorney and the State Attorney appear to protect the people breaking the law.
Since we live in America, we are supposed to be entitled to
the protection of local, state and federal laws. All Officials I have contacted, including law
enforcement, refuse to stop the apparent illegal/criminal actions against us as owners and unwilling victims of corruption thereby
protecting the violators.
The emails on the following pages concern arranging the visit
to our property by Ms. Ustick.
The email from Ms. Ustick to Delmus Wilkinson, dated
September 24, 1999, states, “I want to meet with Ms. Mead at the property first
and see what her issues REALLY are before we meet to go over this.”

I have made extensive efforts to show anyone and everyone who
is in some way in a position to stop the illegal actions how City Officials are
acting outside of the law. Most appear
to be involved in widespread corruption which is harming the people of the City
as a whole and as individuals. This is
my REAL intent.
I met with Ms. Ustick and Mr. Weeks on our property on
September 27, 1999. I discussed the
damage caused to our historic property by the apparent illegal/criminal actions
and illegal demands on the part of City Officials especially the Building Inspection
Department. I asked that she stop these
illegal activities.
I received a letter from the Florida Attorney General, Mr.
Butterworth, dtd September 27, 1999, refusing to stop the apparent illegal/criminal
actions against me and my husband, but stopping corruption appears to be his job. Since City Officials appear to have illegally
demanded over 300 new CO’s from Pensacola property owners in a situation
defined by the Standard Building Code as not appropriate for new CO’s, it
appears to be the Attorney General’s job to charge public officials with
breaking the law since the State Attorney for our area, Mr. Golden refuses
to obey the construction law, the Standard Building Code. It appears that Mr. Butterworth also
refuses to do what appears to be his job.
I wrote Ms. Ustick a letter, dtd September 28, 1999, and put
in writing my thanks for Ms. Ustick and Mr. Weeks visiting our property on
September 27, 1999. I also pointed out,
as we had discussed at the site, that Pensacola Building Inspectors accepted
projects as complete and complying to building codes when they did not
physically inspect the projects they accepted.
I also reiterated the complaints against Mr. Miller, the contractor,
that I had made, in writing, to Mr. Wilkinson but had heard nothing
further. I put in writing the discussion
with them where I showed them the damage caused to our historic property by the
apparent illegal/criminal actions and demands on the part of City Officials and
asked Ms. Ustick to stop this.
Ms. Ustick wrote a letter to Mr. Weeks, dtd September 29,
1999, where she stated, “Bill, I wanted to thank you for coming out after hours
to meet with Ms. Mead this week and also for the follow up information you
provided. It was very helpful to have
your perspective and to keep me out of trouble.
Thanks again.”
